The Program Specialist position is an excellent opportunity for a collaborative team player who thrives in a fast-paced and dynamic work environment.

Program Specialists perform a variety of professional and technical support services for the City's Public Information Office, including graphic design and layout, website development and design, visual, audio and digital communication, copy writing, proof reading, and technical writing and research.

Two vacancies exist with the following assignment details:

  • Graphics Designer/Social Media Program Specialist: this position performs a variety of graphic design work and support social media development and coordination.
  • Media Services Program Specialist: this position performs professional video production duties in support of City's television channel and social media platforms and meeting broadcasts.

This recruitment will supplement an existing eligibility list and may be used to fill future Program Specialist vacancies in other City departments. If you are already on an eligibility list, you do not need to reapply; your application will be considered.

Your Impact

Graphics Designer/Social Media Program Specialist:

  • Utilize computer graphic programs to design layouts and illustrate brochures, flyers, publications, reports, forms, maps, social media posts, and public presentations.
  • Operate a broad range of sophisticated computer software to design, lay out, and illustrate a variety of materials such as fliers, newsletters, brochures, posters, maps, graphs, reports, social media posts, and marketing/promotional materials for department and City initiatives and events.
  • Meet with department staff to determine the scope of the project and clarify the intended message and the proposed audience for the material. Develop written copy following City style guidelines; develop graphics and visual images to illustrate the message and select photographs when appropriate.
  • Assist in coordinating activities with central reprographic unit, commercial printers, photographers, writers, editors, and suppliers of various publication services.
  • Assist with administering the department's presence on the website; support content development for communicating the department's messages on events and issues. Provide support for continued development of the department's brand and marketing.
  • Assist with the administration of the City's primary social media accounts; support development of content strategy for communicating the messages of the City Council and City Manager, and for major significant City events and issues. Provide support for continued development of the City's brand and marketing; review and respond to public inquiries and comments on social media sites.
  • Recommend different methods of visual and digital presentation to colleagues and other department staff.

Media Services Program Specialist:

  • Research and respond to inquiries and complaints.
  • Represent the department at community, inter-departmental, and other professional meetings.

Best Fit

  • At least three years of increasingly responsibleexperiencein public relations, computerized graphic illustration, video production, or multimedia communications, including knowledge of web site development applications and protocols,
  • Exceptional interpersonal, verbal, and written communication skills.
  • The ability to adapt to changing priorities and handle highly sensitive and confidential information while providing exceptional customer service.
  • Excellent time management skills, and the ability to multi-task in a fast-paced environment with a high attention to detail.
  • Exceptional writing and editing skills. Proficiency in MS Office software.

Minimum Qualifications

  • Bachelor's degree in communications, public relations, graphics and web design, film/television/media production, or related field.
  • Any combination of education and experience that provides equivalent knowledge, skills, and abilities.

City Manager's Office

The City Manager's Office assists the Irvine City Council in the development of policies, goals, and objectives, as well as the implementation of decisions established by the City Council. The Process
