SummaryOPEN UNTIL FILLED, FIRST REVIEW OF APPLICATIONS TO OCCUR AFTER FRIDAY, NOVEMBER 1, 2019Under general direction, the Information Systems Administrator plans, organizes, coordinates, and integrates District information systems and programs, including business applications, desktop and web services, servers, storage systems, network communications, and cyber security systems.--This position supports staff in effectively and efficiently designing, administering, supporting, and utilizing the District's information systems. This job classification plays a key role in the implementation, enhancement and ongoing functional support of new and existing District information systems, including system design, configuration and testing.--Incumbents perform complex assignments and specialized tasks; provide technical assistance and training to District users; and, assist their supervisor in formulating and developing department goals and objectives. Duties and responsibilities are carried out with considerable independence within the framework of established policies and procedures. The work of this class involves accountability and decision-making responsibilities.--This position will focus on--the following--area of expertise:Network and Security Support:--Evaluates, implements, and supports telecommunication services and infrastructure related to Supervisory Control and Data Acquisition (SCADA), telemetry, radio communications, wireless networks, telephone and long distance services, unified communications, mobile phones, automated metering infrastructure, virtual private networking technology, video surveillance, routers and switches, firewalls, endpoint protection, vulnerability assessment and remediation, securing monitoring, and security awareness trainingEssential FunctionsThe duties listed below are intended only as illustrations of the various types of work that may be performed.--The omission of specific duties does not exclude them from the position.Promote knowledge-sharing across the Information Technology (IT) team and District staff by offering positive and constructive feedback, ensuring cross training opportunities for fellow staff, pursuing team based solutions and implementing redundancy in IT staff's ability to support the District.Design, implement, maintain, support, optimize, troubleshoot, and enhance the District's hardware, software, and cloud infrastructure such as servers, routers, switches, cloud data storage, cloud processing service, etc.; evaluate and make recommendations on new hardware and cloud service investments; coordinate with other staff to determine needs and requirements; lead hardware and cloud service implementations and integrations; manage vendor support contracts related to hardware and cloud services; and, troubleshoot issues and provide remediation for hardware and cloud services.Design, implement, maintain, support, optimize, troubleshoot and enhance the District's telecommunication infrastructure and services such as Supervisory Control and Data Acquisition (SCADA), two way radio, wireless, local area network, local and long distance service, etc.; evaluate and make recommendations on new telecommunication investments; coordinate with other staff to determine needs and requirements; lead telecommunication implementations and integrations; manage vendor support contracts related to telecommunication services; and troubleshoot issues and provide remediation for telecommunication services.Design, implement, maintain, support, optimize, troubleshoot and enhance the District's cybersecurity systems and services such as antispam, anti-malware, virus protection, firewalls, access control, identity management, edge protection hardware and software, and other cyber security related mitigation measures.Develop, implement, maintain, and enforce standard policies and procedures for information systems; recommend procedural changes to improve systems operations, minimize risks, and ensure hardware and software integrity.Perform required system integration and enhancement testing and documentation in compliance with department practices and policies.Provide complex technical assistance, focused training (one-on-one, online, classroom, demonstrations, etc.), and responsive support to District staff through coordination with staff, consultants, and vendors.Establish, coordinate, and implement short and long-range information systems planning for software applications and operations in concert with overall IT strategic direction.Participate in the development of the Department's annual budget, including forecasting of funds required for equipment, materials and software; monitor the budget in compliance with the District's purchasing policy; initiate purchase requisitions; recommend capital equipment purchases.Stay current with technological advances, industry trends, and common practices and procedures in order to ascertain the most efficient system improvements; assume responsibility for the implementation of technological improvements; and understand impacts of implementing newer technology and how to mitigate negative impacts and capitalize on positive impacts.Provide emergency response to reduce down-time, correct errors, or initiate and monitor vendor activity surrounding critical system failures, off-hours scheduled maintenance downtime, or on an as needed basis.Document technical support activity, configuration changes, and project updates in accordance with the current Information Technology policies and procedures.Operate vehicles to travel to District facilities and off-site meetings.Must work with all departments and managers across the District and be successful at coordinating projects with other departments.Oversee time management and work activities of assigned staff; ensure time sheets are completed accurately and submitted in a timely manner.Participate in the selection, counseling, and training of employees; regularly review and evaluate the performance of staff; write annual performance appraisals for assigned personnel while providing clear goals, expectations and professional growth goals for the coming year; may recommend merit increases, reclassifications, or disciplinary actions for assigned staff.Work with management, vendors, employees and customers to resolve problems and make critical decisions based on District policies and procedures.Exhibit clear, concise and professional verbal and written communication skills.Perform other duties as assigned.QualificationsOne single guiding principle in--every search for new--Moulton Niguel Water District team members--is identifying those applicants that are--humble, motivated, and hard-working.--Moulton Niguel--expects new team--members to--uphold--its workplace--culture of an environment--in which all--employees interact with co-workers, supervisors, and the public in a positive, cooperative, and supportive manner.Any combination of education and experience that would likely provide the required knowledge, skills and abilities (KSAs) may be qualifying.--A typical way to obtain the KSAs is:--Equivalent to a bachelor's degree in computer science, computer information systems, data processing, business administration, or a closely related field; and five years of progressively responsible work experience in information systems.Ten (10) years working experience with application and/ or computer systems support, five (5) years working experience as lead support of a critical enterprise wide software application (i.e. Enterprise Resource Planning (ERP) software, Computerized Maintenance Management System (CMMS), or email management software).Experience in the public sector and understanding of water industry practices is desirable.Ability to understand end user requirements to develop applications; establish and maintain effective working relationships with end users, vendors and others encountered in the course of work; analyze data and develop logical and cost effective solutions to problems; conduct information technology systems analysis and feasibility studies; prioritize tasks; understand and read technical manuals related to hardware and software; prepare clear, concise and comprehensive program documentation, and other written materials.Knowledge of:Advanced computer systems and networksMicrosoft Windows operating environmentMicrosoft Office applicationsMicrocomputer hardware and software operations and maintenanceMust possess a valid California driver's license and maintain a safe driving record.Physical QualificationsPosition requires the ability to travel by automobile to conduct District business; oral communication with District management, coworkers, and District consultants in face-to-face, one-on-one, and group settings; regular use of the telephone for communication; operation of such office equipment as computers (including terminals), copiers, and facsimile machines;
