Carbon Fiber and Composites (MCCFC) is composed of several
companies, but at its core there are two. In April 2013, two
California Companies, Grafil, a carbon fiber manufacturer in
Sacramento and Newport Adhesives and Composites, a prepreg
manufacturer in Irvine, were merged to create Mitsubishi Rayon
Carbon Fiber and Composites (MRCFAC); then in 2017, we re-branded
to MCCFC. Since our merge, we have made multiple acquisitions
within the United States. In addition to these acquisitions, we
have continued to improve and expand our current facility's
capabilities. We are a company with a dedicated focus on
responsiveness, quality, and customer support, we are working hard
to match the growing global and domestic demand for these advanced
materials. Job Purpose Ensures that an effective Environmental,
Health and Safety compliance program, is established, administered
and maintained to continued compliance to Environmental, Health and
Safety regulatory and statutory requirements. Performs essential
functions to oversee compliance and third party audits by (local,
state & Federal) govt. agencies, insurance carrier etc., including
development and maintaining safety improvement metrics. Perform Job
safety Analyses (JSA), ensures statutory, regulatory &
environmental compliance in EH&S; meeting company and govt.
agency requirements and to evaluate, assess, mitigate and
reduce/eliminate risks. Performs inspections and investigations
while maintaining employee medical privacy to the extent required
under HIPPA laws, determines corrective actions arising from
accident/incident investigations. Responsible for arranging
periodic industrial hygiene monitoring (as needed under risk
mitigation activities). Performs, audits and revises documentation
related to overall EH&S requirements, (as related to production
activities), AS-9100 Quality Management System. Prepare monthly
reports for management meetings. Will be based out of the Irvine
location but will also oversee the Poway location. Principal
Accountabilities The EH&S Manager plans, organizes and directs
Environmental, Health and Safety activities to meet statutory,
regulatory and company objectives for overall Environmental, Health
and Safety compliance at the Irvine and Poway sites. Candidate
ensures proper safety regulations and proper PPE is identified for
use by employees to reduce exposure so that workers are protected
from any chronic or acute effects of materials used in
manufacturing operations, and that industrial controls continue to
be effective against statutory and regulatory requirements. Uses
FMEA to assess risk(s) in plant to continually mitigate and reduce
risk in all operations. Develops procedures within the limits of
established policy guidelines.
- Responsible for overall auditing and compliance to
Environmental, Health and Safety Compliance initiatives and State,
local and Federal regulation requirements, while minimizing
risk/loss to employees and facilities due to accident or incident.
Must possess a strong knowledge of OSHA.
- Monitors & ensures compliance of existing and new products
against domestic statutory and regulatory requirements as well as
international regulation(s), (such as GHS, REACH, RoHS, etc.).
- Approve and/or establish best practices and methods within
plant to ensure JSA/5S objectives are maintained in equipment
installations and process development, ergonomics, evaluation of
new raw materials, etc.
- Establish and evolve safety training as required, and instill
an employee safety mindset in CMD and ACM facilities.
- Position will also maintain EH&S training records and
related documents, as well as provide guidance and oversite of the
safety committee for both facilities.
- Performs investigations for accidents/incidents, develops
metrics and meaningful improvement programs based upon needs in CMD
and ACM facilities.
- Performs or coordinates industrial hygiene/ergonomics
evaluations. Responsible for initiating periodic industrial hygiene
studies as needed (such as introduction of new equipment, changes
in PPE requirements) to ensure engineering controls are effective
and new materials are properly evaluated against new or changing
statutory or regulatory requirements and also to ensure that
R&D is not evaluating materials that cannot be safely used in
the plant or other facilities as management can require.
- Anticipate, Identify, evaluate and isolate safety hazards/risks
of all types. (I.e. chemical, electrical, mechanical, heat, cold,

Education/Experience: A four-year college degree is required.
Occupational EHS discipline, Science, Engineering, Industrial,
Manufacturing, Industrial Safety or related EHS field is required.
Professional EHS certification is preferred. Recommended is 5 to 10
years-related experience and/or training in Industrial,
Manufacturing, Safety.--Must have previous experience in building
progressive safety culture within all levels of a manufacturing
environment, including promoting safety awareness, maintaining and
improving policies, written programs and procedures. Experience
with governmental reporting, environmental permitting and hazardous
waste operations.--Experience with OSHA, CAL OSHA, EPA and/or other
statutory or regulatory specifications. Have CPR and first aid
